The flamer is much much much much much ( much) better used with free aim. Even with the perfect mods and 25lvc it'll empty your AP in a second and the range is worse than melee in vats. The popularity of using them in vats was an absolute extreme outlier scenario. They aren't vats guns despite youtube, they just aren't.
To add to that, the Flamer mod can only be found at the two Watoga vendors, but other vendors can have mods for the Enclave Plasma, potentially only the NVGs.It does 95% of the damage of the Enclave version and you don't have to wage time hunting for mods or trading good stuff to get one. Seriously, this is one of the dumbest fucking meta things to pop up in this game in ages. The Slugbuster is free and will fucking wreck shit when properly modded. 2.
